John Stuart Mill var en filosof ovre fra den tågede atlanterhavsø, som mente at kvinder burde have stemmeret.

Bemærkelsesværdigt at en person, som går ind for statens magt og indflydelse skal begrænses til fordel for det enkelte individ, kan mene det hensigtsmæssigt, at staten (ud fra hans eget forslag) bør tvinge kvindestemmeret ned over den mandlige britiske befolkning. Dermed kan man sige, at han jo i grunden også er én af ophavsmændene til statsfeminismen.
He said that social liberty was “the nature and limits of the power which can be legitimately exercised by society over the individual”. It was attempted in two ways: first, by obtaining recognition of certain immunities, called political liberties or rights; second, by establishment of a system of "constitutional checks".
However, limiting the power of government is not enough. Man skulle tro at den tids englændere var velbevandret i klassisk historie og derfor kendte til Roms fald.
